Jose Manuel San Emeterio is a Programme Manager at ERNACT (European Regions Network for the Application of Communications Technology), based in Letterkenny, Ireland. He has extensive experience in leading and coordinating EU-funded projects focused on digital transformation, innovation, advanced technologies, skills development, and regional growth. Since joining ERNACT in 2011, he has managed multinational partnerships across Europe and Atlantic Canada, secured significant European funding, and supported public authorities in designing and implementing innovation-driven strategies.

Prior to ERNACT, he worked for multinational telecommunications companies, including Orange and Siemens, contributing to the deployment of mobile network infrastructure. He also served as a Project Manager for digital transformation initiatives under the Digital Agenda of the Regional Government of Cantabria, Spain.

Jose Manuel holds an MSc in Telecommunications Engineering from the University of Valladolid and a BSc in Telecommunications Engineering from the University of Cantabria.
