Dr. Eleftherios Loizou has a BA in Sociology and a MA in International Relations. He also holds a PhD in the subject field: “Public Administration – Local Development and Social Cohesion”.

He has an extensive experience in a) implementing and coordinating EU funded projects, b) strategic municipal planning, c) networking, d) human resource management, f) training and education g) promotion of local authorities’ sustainable development, h) public ethics, i) civil participation in public affairs and in decision-making, k) multi-level governance and l) local social welfare services.

As of 2016, Eleftherios is also one of the Experts of the Centre of Expertise for Multilevel Governance of the Council of Europe. In addition, as of 2023 he is a member of the Group of Independent Experts (GIE) on the European Charter of local self-government of CoE. He is also a Consultant/Expert for the European Investment Bank (EIB) concerning the financing of urban development projects of municipalities in Cyprus.
