Konstantinos Giannikopoulos
IT Executive with over 20 years of experience in designing and implementing large-scale digital transformation strategies within the public sector. Since February 2026, he holds the position of Executive Vice President at HDIKA SA, overseeing Social Security, while serving as a Special Scientific Expert at the Hellenic Public Procurement Authority (HPPA) since 2014. He is recognized for his strong leadership in Digital Governance, having served as Head of the Minister’s Office (Ministry of Social Cohesion & Family, Ministry of Education & Religious Affairs), Head of the General Secretary’s Office at the Ministry of Foreign Affairs, and Special Advisor at the Ministries of National Economy & Finance and Health. He possesses proven expertise in coordinating project teams for national infrastructures (Greece 2.0, NSRF, NDP), developing Business Intelligence (BI) systems, and participating in European expert groups (EXEP) as well as legislative drafting committees (e-Procurement, e-Invoicing). He holds a B.Sc. in Informatics and Telecommunications from the National and Kapodistrian University of Athens (NKUA), Master of Science (M.Sc.) degrees from both NKUA and Harokopio University and teaches e-Procurement at the National School of Public Administration and Local Government (ESDDA).
